County to consider MOU allowing Albany–Dougherty EDC employees to join county medical plan; EDC to pay employee share

Dougherty County staff proposed a memorandum of understanding May 12 that would permit employees of the Albany–Dougherty Economic Development Commission (EDC) to enroll in the county’s medical-insurance plan effective June 1, 2025, with the EDC responsible for paying 100% of each employee’s share of premium costs.
County Administrator Darren King said EDC CEO Janet Dykes had approached the county after the EDC’s insurance provider ceased coverage for the small entity. King said the county’s insurer indicated the EDC employees could be added and that the EDC would be invoiced monthly for the employee share. King described similar arrangements elsewhere and said the county would execute an MOU setting out enrollment, invoicing and payment terms.
County Attorney Alex Shalisholle reviewed the legal considerations and said the county reviewed the request for compliance; the proposal would be memorialized in an MOU and presented for formal approval. Commissioners generally supported the concept, noting it expands access for EDC staff and carries no county cost because EDC will pay the employee portion of premiums.
No formal approval vote was recorded at the work session; staff will return with an MOU for the board’s consideration.
