Parking ordinance: Staff presented complaints about parking on Chelsea Place and Benny Keith Way that, even when vehicles are only temporarily parked, "obstruct the view of other drivers, impede vehicular movement by first responders," and create public‑safety concerns. The ordinance amends the city code to prohibit parking on those streets; staff said signs would be installed and the city would enforce the restriction if the ordinance passed. The council moved, seconded and voted to approve Ordinance No. 021325‑05 to add the two streets to the list where parking is prohibited.
Electric Line Easement: The council passed Resolution No. 021325‑02 to authorize entry into an electric line right‑of‑way agreement for the benefit of the City Public Service Board of San Antonio to accommodate TxDOT’s I‑35 NEX project. Staff said the easement is needed on city property just south of Rattama Parkway.
Honorary resolution: The council passed a resolution (021325‑03) honoring Kenneth Parr Flena and authorizing the designation of a roadway sign reading "Honorable Kenneth Parr Flena Memorial Way" as requested in a letter from Sam Parnes; the letter was included in council materials and the requester was not present at the meeting.
Cambridge Development Group amendment: The council approved a reinstatement and first amendment to a purchase agreement with Cambridge Development Group Inc., which provides for a new closing date of April 30, 2025. Staff said the original economic development incentive agreement had been approved May 9, 2024; the amendment revises the closing date.
