Two firms responded by the Dec. 11 deadline; the city then requested and evaluated costing methodologies and drafted a preconstruction contract. Johnny said the preconstruction phase is limited to design completion or near‑completion so the city can obtain a construction cost.
Councilmember Washington moved to select Field Construction Inc. and to authorize the city administrator to sign an AIA design‑build agreement; the motion was seconded by Councilmember Harris and the council proceeded to the next agenda item after the motion was made.
