The Belton City Council authorized the city manager April 20 to execute an advancing funding agreement (AFA) with the Texas Department of Transportation for the widening of South Canal Street (CSJ 0909‑36‑210) from Loop 121 to Shrey Way.
Staff explained the corridor is currently about 22 feet wide and will be expanded to 44 feet. Right-of-way acquisition is underway. The funding package approved through KTEMPO covers phase 1 — Loop 121 to Shrey Way — with approximately $3.7 million in federal KTEMPO funds and roughly a $1 million local match. Staff said the AFA makes the city eligible to work with TxDOT on right‑of‑way, environmental clearances and utility coordination; the KTEMPO funds are expected to be available in 2027. The city has already invested in corridor design so the project can proceed when funding is available.
Council discussed the ability to add scope if bids come in favorably — staff said the full corridor design has been prepared so additional segments could be advanced if funding and bids permit. The council thanked staff and Bell County for proactive planning and voted unanimously to authorize the AFA, enabling closer coordination with TxDOT on right‑of‑way acquisition and environmental review.
