Council certifies District 5 election, swears in Gloria Blackburn and names Cody Hughes mayor pro tem

Judge Haines (present to administer oaths) swore in Gloria Blackburn as city council member for District 5 during the meeting. Outgoing Councilmember Troy Tompkins was recognized for his service; council and staff thanked him and presented commemorative items.
Separately, the council nominated and voted to appoint Cody Hughes as mayor pro tem for the coming year. The nomination by Councilmember Tompkins and a recorded second led to a council voice vote in favor; no further nominations were made.
