A council member proposed an amendment to strike a residency requirement so council members could nominate candidates outside their districts; legal advised that change had not been properly noticed under the Open Meetings Act and the mover withdrew the amendment. The ordinance passed 7–0 on first reading.

- Bids awarded: The council awarded the 2025 seal coat project to Robert R. Wagner & Company for the apparent winning bid of $732,671.68; the award was unanimously approved. The council also approved purchase of a 30-yard West Texas side-load refuse truck from Rush Truck Centers for $320,909.65. Staff said the refuse truck was budgeted at $400,000 and the accepted quote was under budget; delivery will require an available chassis and is expected to take additional months.

- Vouchers and routine finances: Council approved vouchers for March 27, 2025, and the April 2025 vouchers. Councilman Wilkerson reported the April vouchers totaled $321,023.31 and moved their approval; the motion passed unanimously.

- Event funding: The council approved a request from the local convention/visitor bureau to authorize $8,000 to Friends of Historic Downtown Big Spring for a Cinco de Mayo concert and festival on May 3. Staff said the organization is a 501(c)(3) and the funds are available within the existing budget. The motion passed unanimously.

- Appointment: The council appointed Beth Henry to the Planning and Zoning Commission; the motion carried without objection.

Council members and staff said they will follow up on implementation tasks: code enforcement will continue abatement steps, public-works and legal staff will coordinate on any holds or public-works dependencies for abatement actions, and finance and purchasing will manage contract execution and vendor delivery schedules for awarded bids.
