The Big Spring City Council authorized staff to offer $7,000 to acquire a 15-foot public-utility easement for drainage at 3909 Dixon Street.
City staff told council the parcel comprises two lots and is listed on the tax roll at $10,000 for both. The city earlier offered $5,000 and received counteroffers, including a request that the city purchase the entire property; after negotiation staff recommended $7,000 as a final offer to acquire a 15-foot easement that would address a drainage need.
A council motion and second authorized the offer; council voted in favor without further amendment. Staff said the offer would be final and that negotiations would proceed with the property owner.
Council did not discuss funding details for the easement purchase during the meeting. The staff report described the item as a purchase authorization and asked the council to approve negotiating the acquisition and authorize the city manager or designee to execute the transaction if terms are agreed.
