Belton honors 20-year partnership that anchored Central Texas Council of Governments office in city

City leaders and the Central Texas Council of Governments marked a two-decade partnership and the early payoff of a LIBOR-based loan that secured the COGs permanent office in Belton.
Belton city leaders on Jan. 14 recognized the Central Texas Council of Governments (CTCOG) for a 20-year partnership that placed the regional planning agencys headquarters in Belton.
City staff said CTCOG moved into a former Walmart/Oak Village shopping-center property in 2005 under a financing arrangement the agency later asked the city to assist in restructuring when LIBOR-based loans were phased out. The citys staff memorandum said an MOU completed last year allowed the COG to satisfy the remaining balance and take full title to the building 21 months earlier than the original loan maturity.
Planning and city officials cited services CTCOG provides across Bell County and the seven-county region, including planning, housing, transportation, workforce programs, GIS mapping and grant administration. The citys presentation highlighted CTCOGs role in Beltons early stormwater work, evaluating ARPA business-grant applicants and administering federal EDA and CDBG grants.
Jim Reid, executive director of the Central Texas Council of Governments, attended the council meeting and received the councils acknowledgement. City speakers praised the agencys local presence and staff, and thanked former and current board members for the partnership that has kept CTCOG offices and staff in Belton for two decades.
The council made no formal financial action on the recognition item during the meeting; the remarks were ceremonial and intended to acknowledge the partnership and the recent loan payoff.
