The Big Spring City Council authorized the city manager to execute an agreement with engineering firm Jacob Martin to begin a multi-year rebuild of Birdwell Lane.
City public-works staff said the project will be funded over two fiscal years: $1 million is included in the current year budget and staff will request an additional $1 million in the next fiscal year, for a total estimated program budget of $2 million. The project scope described to council would rebuild Birdwell Lane from 700 to Second Street, with final scope determined by core-sample results that will show whether a full subbase reconstruction is required or whether overlays would suffice.
Staff said the city issued an RFQ, interviewed two firms and selected Jacob Martin based on qualifications and approach. The council voted unanimously to authorize the city manager to negotiate and execute the agreement so design and testing can begin.
Staff cautioned that final construction work will depend on geotechnical core samples; those tests will determine how much of the roadway requires full-depth reconstruction. No construction schedule was set at the meeting. Councilmembers asked no substantive changes to the agreement during the discussion.
