The Hondo City Council on April 14 authorized the city manager to begin the process to sell a parcel of city-owned land north of the Spatz and Castro Avenue intersection that is part of a larger tract conveyed to the city in 1985.
City staff described the parcel as airport property largely zoned Planned Development (PD) with a small area of light industrial zoning on the west side. Staff said interest has been expressed by commercial entities and housing developers and recommended a sealed-bid process with an updated appraisal to set a minimum bid. Staff said the city would include deed language and RFP conditions to discourage buyers from acquiring the land and leaving it undeveloped, including a reverter provision in the form of a sample deed and suggested development timeline (discussed as three to five years) so the city could retake title if the buyer failed to develop the property.
A councilmember asked whether the map presented was current; staff acknowledged the map was not the most recent and clarified which parcel (identified in the packet as "10") was under consideration. Staff said the city previously reclaimed a parcel when a buyer failed to develop it, and the attorney will work on RFP and deed language to address development timelines and reverter provisions.
A motion to authorize the city manager to begin the sale process was made and seconded; the motion passed on a voice vote with no recorded opposition. Staff said they will prepare an updated appraisal, finalize RFP/deed language with the city attorney, and return the RFP package to council for information before issuing it.
