Council tables scoring and selection for city manager executive search

The Windcrest City Council on March 25 postponed scoring and selecting a firm to conduct the city manager executive search after several council members said they were not prepared to score proposals in the meeting.
Staff had provided scoring sheets and the request-for-proposals packet; council members who intended to score the firms were asked to complete their scoring in meeting rather than beforehand. Several council members indicated they had not finalized their notes or received the proposal packets and asked to take the materials home. One staff member said working papers used to calculate scores (but not personal commentary) must be provided for the record if proposals are changed at the meeting.
A council member moved to table the scoring until the next council meeting so members can bring completed scoring sheets and any working papers that show how the final scores were calculated; the motion was seconded and approved by voice/hand vote. The council plans to score the search-firm proposals in open session at the next meeting with members providing supporting working papers for transparency.
