Council pauses Bridal Services committee action, holds executive-session legal consultations; no public action taken

The Windcrest City Council on March 25 discussed redoing a prior vote to appoint members to the Bridal Services Advisory Committee after legal advice raised concerns about the earlier process, then recessed into executive session for multiple attorney consultations. When the council returned to open session it stated there was no further public action required.

At the start of the agenda item, the mayor said irregularities had been identified in a prior appointment and that the city attorney had advised redoing the vote. "It has come to our attention that there was some, some missteps in that last appointment," the mayor said. The council agreed to hold legal questions in executive session and to resume the appointment process afterward.

The executive-session agenda listed four consultation topics under the Texas Government Code: consultation with attorney regarding pending litigation (Chad Morrell et al. and Board of Adjustment litigation, cause number referenced in the record); consultation regarding legal issues and proper procedures for appointments to the Bridal Services Advisory Committee; consultation on legal issues associated with an RFQ for a compliance audit; and consultation regarding real property located at the northwest corner of Crestway and Jim Seale Drive. The mayor recessed the meeting into executive session for those consultations.

When the council reconvened, the mayor announced "There is no action required, for the council as a result of the city of the, of the executive session." The council then proceeded to other agenda items. No formal vote or public directive tied to the executive-session consultations was announced at the close of open session.
