Windcrest schedules ground-penetrating radar after civic center floor shows cracking; repairs could cost six figures

City staff reported at the Feb. 27 Parks and Recreation Commission meeting that the Windcrest Civic Center has foundation issues affecting interior flooring and that staff has scheduled a ground-penetrating radar (GPR) survey to locate beams, utilities and sub-surface conditions.
Staff said they were unable to locate original building plans and that three consulting firms had already provided consistent initial feedback pointing to plumbing and drainage problems under the slab as possible contributors to the floor movement. One staff speaker said the front half of the building appears to be moving independently in places and that the bathroom flooring has started to lift.
“We have a plumbing issue out there,” staff said, adding that the public-works crew had performed a patch that did not remain stable. Staff said the GPR work will reveal beam locations and other subsurface features needed to plan repairs.
An early estimate mentioned by staff placed possible repair costs in the $100,000–$150,000 range. Staff said the facility is heavily rented through the summer months and that council-level funding decisions will be required; staff suggested an August shutdown if work is approved so contractors can complete structural and floor repairs and then polish and reseal interior finishes before re-opening.
