Windcrest council authorizes sale of aging fire engine to other department

The Windcrest City Council on March 25 authorized the Fire Department to sell Engine 187 Bravo, a 2002 pumper that interim Fire Chief Fernandez said has required extensive upkeep.
"In the last 6 years, we have spent $150,682.61 to keep that truck compliant," Chief Fernandez told the council, saying the department can run with two vehicles until a new pumper arrives in mid-2026. Fernandez said his preference is to sell directly to another department rather than use auction, and that previous direct sales to other departments yielded better returns.
Council and staff discussed the effect on the department’s ISO rating; Chief Fernandez said selling the vehicle will not affect the ISO because the new pumper is scheduled to arrive in July 2026 and the next ISO reevaluation is several years away. The chief also said the replacement pumper will have comparable pump capacity despite being a smaller, condensed configuration.
A council member moved to authorize the sale; the motion was seconded and approved by raised-hand vote. The city attorney had advised that direct sales to another fire department are permissible (for market value or lower to another department); staff said they would contact a department that purchased Windcrest vehicles previously and then pursue other options if needed.
Council directed staff to return a resolution for the consent agenda at the next meeting to memorialize the sale paperwork for the titled vehicle.
