- A change order (2.14) for the South Loop 4 wastewater line A project, reflecting earlier council direction and incorporating a schedule extension (staff said negotiations with the design engineer and construction manager remain ongoing). - The city’s purchase of the 39 Claudia Drive property (funded from the general fund) to carry out a CIP project that had been scheduled in a later fiscal year. - Reallocations within ARPA funds to match obligations and previously approved expenditures; staff noted some line items came in under budget and funds were reallocated to obligated projects to meet the ARPA obligation test. - Creation of Fund 855 (Parks & Recreation Bond Fund) to segregate bond proceeds from park fee‑in‑lieu revenues and creation of two proprietary bond funds (526 and 626) for water and wastewater bond proceeds separate from impact fees. - Police department compensation adjustments previously presented April 15 were reflected in the amendment.
Staff presented fund‑balance checks showing the general fund remains above the city’s 3.5‑month policy threshold after the amendments. The water fund is under its three‑month target on a single‑fund basis, but combined water/wastewater policy calculations remain in compliance.
Ending: Council approved the ordinance on first and final reading to apply the budget amendments and create the new funds. Staff said they will continue work on contract negotiations tied to the wastewater change order and will report back to council as needed.
