The Buda City Council on April 1 adopted amendments to the city employee handbook and personnel policy manual that updated core values and added several benefits, including paid parental leave and a standardized tuition reimbursement amount.
Human Resources staff presented a collaborative review of the handbook and said the updated core values were developed through an employee ad hoc group, vetted in multiple staff sessions and illustrated by the city’s communications team. The adopted changes include a paid parental leave policy — the city will pay 160 hours (four weeks) of leave that coordinates with the employee’s FMLA entitlement — and an updated bilingual pay stipend: $50 per month for bilingual speaking, with a new $75 per month stipend for employees who can both speak and write Spanish (or another secondary language). The handbook also establishes a uniform tuition reimbursement cap of $3,000 per school year for qualifying coursework.
HR staff said additional policies under review include vacation buyback, sick‑leave incentive programs, an AI usage policy, and a possible compassionate‑use policy in consultation with legal. Councilmembers praised the collaborative process and staff’s emphasis on “humanity” in the policy updates.
Council voted to adopt the resolution amending the employee handbook as presented. Staff said implementation materials, visual displays and communications to employees will follow council’s action.
