Buda council passes annexation, roadway turnbacks and incentives; approves district boundary ordinance

Buda City Council on March 3 approved a slate of resolutions, ordinance changes and economic incentives, taking the following actions in a single meeting:
- Consent agenda approved (H1–H5): approval of the Feb. 18, 2025 meeting minutes; adoption of a resolution acknowledging a written petition for full‑purpose annexation of approximately 1.57 acres (Jesse B. Eve Survey, Abstract No. 166) along Daisy Lane and directing staff to set a public hearing for the annexation; approval of a Buda EDC budget amendment authorizing incentive payments to 2428 Partners LP in an amount not to exceed $170,000; acceptance of the city’s investment report for the quarter ending Dec. 31, 2024; and receipt of the fiscal year-to-date financial update.
- Roadway turnback resolutions (J2, J3) approved: council adopted resolutions requesting the Texas Department of Transportation to begin the process to remove specified segments of FM 2001 and RM 967 from the state highway system and convey the right‑of‑way to the City of Buda for future ownership and maintenance. Staff said TxDOT’s revised language requires the city to maintain existing lane widths and capacity or risk reversion of the roadway to state control.
- Local legend selection (J4): council selected Helen and Renee Alcala as the 2025 Buda Local Legends to be honored at the city’s fourth annual Buda’s Birthday celebration. Staff reported eight nominations were received and presented biographical summaries for the nominees.
- Single‑member district boundary ordinance (J5) adopted on first and final reading: council amended the boundaries of Single‑Member District A to incorporate newly annexed, contiguous territory; staff said the annexed area is uninhabited and will not affect population estimates for districting.
- Economic incentive for Project Fructose (L1) approved: the council authorized a performance agreement and financial incentive not to exceed $75,000 recommended by the EDC for the Taste on Main expansion project. Jennifer Storm of the EDC described the project as creating climate‑controlled outdoor dining spaces and private dining capacity on Main Street.
Votes and motions: the consent agenda (H1–H5) was moved by Councilmember Smith and approved by voice vote. The FM 2001 turnback resolution was moved by Councilmember Davidson; RM 967 turnback was carried with a motion from the dais. The local legend selections were moved by Mayor Pro Tem Turry (motion) and carried. The district boundary ordinance was adopted on first and final reading after a motion by Councilmember Smith. The Project Fructose incentive motion carried on a voice vote after an EDC presentation.
