Council authorizes up to $243,168 change order for South Loop 4 wastewater construction

The Buda City Council on Feb. 18 authorized the city manager to take contract actions discussed in executive session related to the South Loop 4 wastewater-line construction, including approving a possible change order with Bell Contractors Inc. not to exceed $243,168.33.

City staff said the South Loop 4 wastewater project began design in 2020 as a partnership between the Economic Development Corporation and the city to extend wastewater service and remove a lift station near the skate park. During construction the city and contractor identified design and site conditions requiring additional work and costs; staff and the city’s engineering consultant have been negotiating resolution paths with the contractor.

City attorney/general counsel (Mr. Grier) reviewed the matter in executive session and returned to the dais to move authorization for the contract actions discussed in closed session, specifying the maximum change-order amount. Council voted to authorize the manager to move forward with the actions, including change orders up to the stated amount.

Staff said the change order and associated work are intended to keep the project progressing toward completion; project schedule, cost allocation and any warranty/claims details will be managed through the contract-administration process.

The council’s vote followed executive-session consultation under the Texas Government Code; staff reported no additional public action arising from executive session beyond the authorization for contract adjustments.
