Council passes computer equipment purchase and emergency resolution; several ordinances placed on committee or first read

Fairview Park City Council approved multiple items on its May 5 legislative agenda, including a final passage vote to allow the mayor to purchase computer equipment and an emergency resolution honoring the 2025 citizen of the year.
On third reading the council passed Ordinance 25-23, "An ordinance authorizing the mayor to purchase computer equipment for the city of Fairview Park from GoToIt and declaring an emergency." The clerk called the roll and members voted yes; the ordinance "passes," according to the meeting minutes.
Council also approved Resolution 25-08 honoring Kathy Arion as the city's 2025 citizen of the year. Councilman Minnick moved to suspend charter rule 49 and rule 53 to allow emergency passage and final passage; both suspensions were approved by roll call and the resolution passed by roll call vote. Council discussed presentation logistics, and a council member suggested presenting the award at a dinner Wednesday night.
Several ordinances were placed on first or second reading and assigned to committee for further review. Ordinance 25-25, requested by Carrie Kemp, recreation director and sponsored by Councilwoman Waring, was titled in the meeting as "An ordinance amending sections 9 21.03 subsection a 3 and 9 23.03 section c of the codified ordinances of the city of Fairview Park to permit alcohol and name cabin in declaring an emergency" and was placed on first read and sent to the local government and community services committee.
Ordinance 25-26, requested by Brian Hitch, service director and sponsored by Councilwoman King, "authoriz[es] the administration to execute a mutual agreement for option years 1 and 2 of a contract with Brian Ferris Industries of Ohio Incorporated doing business as Republic Services of Elyria for residential solid waste collection, disposal, and recycling services" and was placed on first read and assigned to the finance committee. Ordinance 25-24, requested by Carrie Kent, director of recreation and sponsored by Councilwoman King, "authoriz[es] the expenditure of $55,000 to the city of Rocky River for capital improvement" and was placed on second reading for further consideration.
The council also voted to remove Ordinance 25-22 from the agenda and return it to the local government and community services committee.
No procurement contract was executed at the meeting for the solid-waste services; ordinances 25-25 and 25-26 move through committee review as described in the meeting minutes.
