Paul Gehring of the Department of Finance and Administration told the committee the fiscal impact is "undetermined," but DFA staff reviewed the number of accounts that currently remit the relevant excise tax: roughly 40 accounts with about $12,400,000 in total taxes collected across those accounts. Gehring said not every account would be eligible for the proposed partial credit and that the credit would not equal the full $12.4 million figure.
Committee members asked whether the bill could be pulled from deferred status; five members were willing to pull it off the deferred list, including a written signatory from Senator Dismang, so the chair moved it to the active agenda "without objection." The committee agreed to hear the bill once printed and distributed to members; staff said copies were being obtained from the House.
