Seagoville economic development staff seek council OK for downtown repairs, signs and design work

Seagoville Economic Development Director Kirkland Daniel told the city council at a work session that staff will ask the council to approve a package of contracting and design actions for downtown properties on North Kaufman Street, plus wayfinding signage and skate-park site work.

Daniel said the items the Seagoville Economic Development Corporation (SEDC) has prepared for council consideration include additional plumbing work at 103 North Kaufman; concrete repairs at nearby SEDC-owned properties; purchase and installation of wayfinding signs; a full reroof for several SEDC buildings on North Kaufman; and an architectural services contract for redevelopment planning at 202 North Kaufman.

The plumbing item would ratify SEDC’s engagement of Agron REXA doing business as Goni Construction for additional plumbing at 103 North Kaufman in an amount not to exceed $2,850. Daniel said the extra work stemmed from the need to install a new water line because the existing water main serving 103 North Kaufman also serves the adjacent property; Public Works assisted with the connection, he said.

Daniel described a separate $27,495 contract with CNM Concrete Contracting to repair concrete that cracked over an existing grease trap and to pour concrete in other locations including an area by a dumpster that had failed when a trash truck arrived. He said the problem was discovered shortly after a tenant opened and that city crews and the contractor coordinated the repairs so the business could remain open.

On wayfinding signage, Daniel said the recommended design is white signs with blue text and that the SEDC sought to accelerate the project by installing both the shorter and taller sign styles at once. The resolution language on the agenda caps the procurement at $35,000; Daniel said the vendor quote is $29,159 but staff left a buffer in the not-to-exceed amount for possible adjustments.

For roofing, staff recommended awarding reroofing work to Castro Roofing of Texas Inc. for SEDC-owned buildings at 103–111 North Kaufman in an amount not to exceed $95,450. Daniel said the selected bid includes a 20-year warranty and that a lower bid had been close to $80,000 but only carried a 10-year warranty.

Daniel also presented a proposed contract of $19,275 with Studio HMA LLC for architectural services for 202 North Kaufman, the former bank the SEDC purchased last fall. He said the firm prepared a preliminary site plan and that staff is talking with multiple potential tenants; the first step is approving the concept-design contract so the site plan can be refined and taken to prospective users.

The director showed photos of completed and in-progress work, including interior finishes at the tenant that opened at 103 North Kaufman, the repaired apron and dumpster pad, and the newly installed skate equipment at Bruce Central Park. On the skate park, Daniel said staff is seeking future quotes for boulder seating to deter vehicles from entering the park and for a sidewalk connection to the surrounding area; those items would return to a future EDC and city council agenda.

No formal council votes or motions on the listed resolutions are recorded in the work-session portion of the transcript. Daniel concluded his presentation before the council recessed to begin the regular session at 7 p.m.

"We just want to provide an update for the council so you can see some pictures of where we're at on lots of these projects," Daniel said during the presentation.

A council member asked a technical question about the roofing material and thickness; Daniel replied that the quote specifies a 60-mil membrane and said the thicker membrane and warranty were part of the rationale for the selected contractor.
