Public Works Director Dr. Banks summarized the requirements, saying, “Resolution 9 31, is related to a community development block grant, that we received. It's approximately $2,269,600. The CDBG grants tend to carry with them a number of rules and regulations designed to promote the goals of the community development program.” The resolution formalizes written standards of conduct, grievance procedures, a limited English proficiency plan and other HUD-mandated elements as part of the CDBG contract compliance.
Why it matters: adopting the resolution is a contractual requirement for the federal CDBG award and sets the city’s formal policies for nondiscrimination, citizen participation and complaint handling for the funded program.
Council action: Councilman Sutton moved to adopt Resolution 931 and the motion was seconded by Mayor Pro Tem Green; the council approved the resolution during the meeting.
Implementation: Dr. Banks said staff will follow HUD rules, implement the stated citizen-participation and grievance procedures, and comply with Section 3 and other federal requirements tied to the grant.
