The Portland City Council on Feb. 4 took the following formal actions during its regular meeting.

- Approval of minutes: Council approved the minutes of the Jan. 3, 2025 regular meeting. Motion made by Mayor Pro Tem Green and seconded by Councilman Sutton; motion approved.
- Violet Andrews Park preliminary engineering contract (HDR Inc.): Council approved a service agreement with HDR Inc. in a not-to-exceed amount of $603,979 and authorized the city manager to execute contract documents. Motion made by Mayor Pro Tem Green and seconded by Councilman Moore; motion approved.
- Resolution 9-25 (CDBG Mitigation/MITMOD signatories): Council adopted Resolution No. 9-25 designating authorized signatories for contractual documents and fund requests pertaining to the Texas General Land Office Community Development Block Grant Mitigation program. Staff said the city received approximately $2,269,000 for infrastructure improvements with no local match required. Motion made and seconded; motion approved.
- Nueces Bay boat ramp dredging (Stantec): Council authorized a service agreement with Stantec Consulting Services, Inc. for Phase 1 engineering services for the Nueces Bay boat ramp dredging and beneficial reuse project in a not-to-exceed amount of $53,000; staff said those expenditures are reimbursable by Coastal Bend Bays and Estuaries funding. Motion made by Councilman Bethel and seconded by Councilman Moore; motion approved.
- Citywide electrical repairs and installation services (McWhorter Electric, Inc.): Council accepted a proposal from McWhorter Electric, Inc. for an indefinite-quantity service agreement (initial 12-month term, renewable) for citywide electrical repairs and installations with a maximum annual value of $225,000; staff said the city expects cost savings versus prior year spending. Motion made by Councilman Wilson and seconded by Councilman Sutton; motion approved.
- Outfitting of three Police Department patrol vehicles: Council authorized outfitting three 2024 Ford Police Interceptor Utility vehicles by Gulf Coast Fleet in a not-to-exceed amount of $77,586 and authorized the city manager to execute documents. Motion made by Councilman Sutton and seconded by Councilman Moore; motion approved.
- Ordinance 2305 (first reading): Council approved the first reading of Ordinance 2305 increasing water and wastewater rates, tap fees, drainage fees and other service fees. Motion made by Councilman Moore and seconded by Councilman Wilson; motion approved. Second reading scheduled for Feb. 18.
- Resolution 9-26 (general election): Council adopted Resolution No. 9-26 ordering a general election on May 3, 2025 to elect four council members to two-year terms and authorized the city manager to enter an agreement with San Patricio County for election services; staff noted the filing deadline for candidates is Friday, Feb. 14 at 5 p.m. Motion made by Mayor Pro Tem Green and seconded by Councilman Sutton; motion approved.
Several informational presentations also were given (Section 3/TDA CDBG wastewater project and Chamber of Commerce WinFest announcement). No actions were taken on those presentations during the meeting.
