Planning and Zoning Commission reapproves preliminary and final plats for Odyssey Subdivision

The Portland Planning and Zoning Commission on Feb. 11 reapproved both the preliminary and final plats for the Odyssey Subdivision, a seven-lot, one-block residential development, after its 2022 approvals lapsed.
The commission’s action restores the previous plat approvals that expired when no improvements were initiated and no extension was requested. The motions approved the plats subject to compliance with City of Portland ordinances, payment of planning fees, park-dedication fees and impact fees, and the existing 2022 conditions that remain applicable.
The Director of Developmental Services told the commission the original approval dates to April 12, 2022, and that both preliminary and final plats are unchanged in layout, density and configuration. The presenter said the project is zoned R6 and that engineering plans to extend public water and wastewater to serve the new lots have been resubmitted and are under review. The director noted the final plat approval period in the Unified Development Ordinance (section 3.17 D 0.5) is approximately 12 months and that additional six-month extensions can be requested in writing prior to expiration; in this case no extension had been filed.
Commissioners asked whether public improvements would be required. The director confirmed the developer will be required to extend a water line and a wastewater line across the property frontage and that a fire hydrant is likely to be required; engineering plans from the developer’s engineer are under review.
Developer Chuck Kennett was present in the audience but did not otherwise comment during the presentation. The commission voted on motions to reapprove the preliminary and final plats; the recorded tally was noted as four affirmative votes and the motions passed.

Why it matters Approvals allow the developer to proceed toward construction and to complete required utility extensions and engineering reviews. The plats restore rights granted in 2022 but do not eliminate outstanding engineering or permitting requirements; the city staff noted those reviews remain pending.
What happens next Engineering and construction plans must clear city review and the developer must pay required fees and meet the 2022 conditions before improvements proceed. If improvements are not initiated within the effective approval period, the plats could again become null and void unless an extension is requested in writing.
