City hears Section 3 presentation for TDA CDBG wastewater pipeline project in Old Town

City staff and GrantWorks on Feb. 4 briefed council on Section 3 obligations tied to a Texas Department of Agriculture-funded Community Development Block Grant (contract CDD23-0368) for wastewater-line replacement in the Old Town area.
Sarah Scott, the GrantWorks grant administrator working on the project, told the council the award includes $500,000 in CDBG funds and a $75,000 city match. The project will replace approximately 2,610 linear feet of wastewater pipeline on Market Street, Commerce Street alley and Wildcat Drive. Scott said the project is funded through federal CDBG dollars administered by the Texas Department of Agriculture in coordination with HUD programs and that the city must comply with Section 3 of the Housing and Urban Development Act of 1968 and related Texas CDBG policy (policy issuance 20-01 and citations to 24 CFR part 75 referenced during the presentation).
Scott said the city is in the bidding phase for construction; the bid opening is scheduled for Feb. 27. She said GrantWorks already provides grant administration services and will help the city track labor hours by worker categories (all workers, Section 3 workers, targeted Section 3 workers) and assist the prime contractor with Section 3 compliance and reporting. Scott said firms may qualify as Section 3 businesses if owned by low-income persons, Section 8-assisted housing residents, or if 75% of labor hours are performed by Section 3 workers in a three-month period. Scott showed a project map identifying a small targeted service area around Wildcat Drive and Commerce Street for “targeted Section 3” worker status and advised prospective bidders to obtain bid documents from the project engineer, LJA Engineering; she said the city manager, Randy Wright, is the staff contact for additional questions.
No formal council action was required on the presentation; staff said the bidding process is underway and will return to council with future procurement or contract-award items.
