Council awards CMAR contract for 5620 Fondren renovation to CGC General Contractors

University Park City Council on April 15 approved selecting CGC General Contractors to provide construction manager‑at‑risk (CMAR) services for the renovation of the city‑owned property at 5620 Fondren Drive, a facility the city purchased in fall 2023 for possible police operations and training use.
Elizabeth Anderson, purchasing manager, said the city issued RFP No. 2024‑18 in January seeking a CMAR to work alongside the architect (Sarco of Texas) during design to provide constructability input and value engineering, then competitively solicit trade contracts and present a guaranteed maximum price (GMP) for council approval. The city received two proposals — CGC General Contractors and HJ Russell & Company — and staff evaluated price, experience and schedule.
Anderson said CGC’s offer produced the lowest combined preconstruction and construction management fee, with the CMAR fee component presented to council as $610,980 based on the advertised project budget. If council approves a future GMP, CGC would provide performance and payment bonds and hold the subcontractor contracts. No GMP was approved tonight; staff will return after the contractor bids the trades.
A motion to award the contract (agenda item 25‑045) passed by unanimous roll call. Melissa Reaman, Philip Philbin, Mark Aldridge and Bob Myers voted aye; Mayor Tommy Stewart cast the affirmative vote as well. Staff said the CMAR approach should shorten schedule, improve cost predictability and reduce change orders compared with a traditional design‑bid‑build procurement.
The council’s approval authorizes preconstruction services only; any construction award will return to the council with a guaranteed maximum price for separate consideration.
