Council adopts consent agenda including traffic signal equipment purchase, DART ILA deadline changes and budget amendments

The University Park City Council approved the consent agenda by unanimous vote on Feb. 4, approving five routine items staff recommended be handled in one motion.
Items on the consent agenda included a proposed purchase of three traffic-signal cabinets from Paradigm Traffic Systems (three cabinets at approximately $37,000 each, totaling about $111,000) for intersections at Hillcrest & Daniel, Armstrong & Levers, and Douglas & Levers. Staff said the city will purchase the equipment and use a contractor for installation under an existing buy-board contract.
Council also approved an amendment to an interlocal agreement (ILA) with Dallas Area Rapid Transit that updates deadlines for use of roughly $2.1 million in public-transportation improvement funding. Staff said the DART board authorized a change that extends the award deadline to August 2025 and the project completion deadline to January 2027; the city intends to use that money for improvements in the American Mile area.
A budget amendment was approved that staff described in detail: centennial expenses of about $452,000; purchase of the Fondren Public Safety Building for $2,900,000; salary adjustments (overtime and regular pay) totaling about $56,000; and credit-card processing fee overages of about $60,000. Those line items total approximately $3,468,000. Council also accepted approximately $306,000 in revenues from the city’s civic foundation tied to the centennial celebration to offset centennial spending.
Council approved the minutes from the Jan. 21 council meeting as part of the consent agenda. The consent motion passed with recorded ayes from councilmembers called during the roll (Melissa Reaman, Phil Philbin, Mark Aldridge, Bob Myers and Mayor Tommy Stewart).
