The Planning and Zoning Commission on April 21 approved a replat (Replat No. 2020Five-twoFM78AutoCenter) to subdivide 4.867 acres at 8314 FM 78 into three commercial lots intended to accommodate a car wash and other commercial uses.
Assistant City Manager Nina Nixon Mendez presented the request and told commissioners the replat meets state and local requirements listed in the Texas Local Government Code and the City of Converse municipal code. She said staff recommended approval with two conditions: an approved stormwater management plan prior to recordation and a minor edit required by the city engineer to remove a proposed access shown as hatched on the plat (the access easement will be narrowed to 26 feet to allow truck and fire access).
"The plat will appear as the replat without the hatch marks," Nixon Mendez told the commission. Applicant representative Steven Moore was present for questions.
Commissioner discussion was brief; commissioners noted the replat increases lot depth for the frontage along FM 78 to accommodate the car wash and that the 26‑foot access easement is sufficient for fire‑truck access. A motion to approve the replat with the two staff‑recommended stipulations carried; one commissioner was recorded as dissenting. When asked after the vote, staff identified Ray Garcia as the dissenting vote.
