Converse — The City Council on March 18 tabled a rezoning request for a 0.903-acre parcel at the northeast corner of North Street and Legion Drive East after neighbors raised concerns about drainage, the age of the sewer system and overflow parking from a nearby church.
The applicant requested rezoning from R-1 single-family to R-3 multifamily. Director of Community Development Sharon Williams told the council the applicant wants R-3 to gain a density bonus and to fit a fifth townhouse (the developer says the plan is five townhomes for 10 dwellings). Williams said staff had suggested R-2 as a compromise and that Planning & Zoning earlier recommended R-3 by a 4–1 vote.
Neighbors at the meeting, including Joseph Arispe and Julio Guerrero, asked the city to require drainage improvements and to consider the ability of the roughly 50- to 60-year-old sewer lines to handle added load. Arispe said recent heavy rain already drives debris and water onto nearby driveways and requested the developer include drainage upgrades. He also urged coordination with St. Monica Church about on-street parking overflow on Sundays.
Julio Guerrero, representing the applicant, said the request is for duplex-style townhomes and not an apartment complex, and that he had discussed the plan with the church and some nearby homeowners.
