Public Works staff explained the plan addresses six minimum control measures—public education and outreach; public involvement; illicit discharge elimination; construction site stormwater control; post‑construction stormwater control; and pollution prevention and good housekeeping—and that each measure must be supported by specific best management practices (BMPs). Staff said the new permit application was submitted to the state and that the plan requires an annual report to council on program activities.
Staff noted that stormwater inspector Juan Miller (stormwater manager) was unable to attend and that council would be given the opportunity to meet him and receive more detailed briefings in future reports. Council members requested a presentation from the inspector at a subsequent meeting and discussed the long‑standing need for a dedicated stormwater position and related project funding.
