The ordinance includes rules to protect the facility: refundable cleaning deposits, an AV protection fee, and insurance requirements. Council discussed requiring a daily special-event insurance policy (a single‑day policy with $1 million coverage was suggested) as an option to reduce per‑hour charges for renters. If alcohol is served, staffing by one police officer is required for events under 50 people and two officers for 50 or more; organizers must provide proof of server training or TABC compliance as applicable and pay officer overtime fees.
Councilmembers emphasized balancing access for residents and nonprofits with protections for the asset; one local business pledged $500 toward tables and chairs for the center during the meeting. The council approved the amended ordinance and directed staff to finalize contract language, insurance requirements and administrative procedures for scheduling and policing.
