Converse, Texas ' On Feb. 4, 2025, the Converse City Council voted to approve the preliminary plat for the Addiction Sports Complex, a 7.423-acre commercial site at 10251 East Loop 1604, and amended staff's recommendation to require a written clearance from Randolph (Joint Base San Antonio) before final plat recordation.
Assistant City Manager told the council the Planning and Zoning Commission had unanimously recommended approval at its Jan. 27 meeting, subject to conditions including letters of credit prior to recordation, and submission of stormwater-management and civil construction plans with the final plat. The item also follows an earlier special-use permit issued by the council for the project.
Staff said Joint Base San Antonio (JBSA) reviewed the project and asked to coordinate on building materials, exterior lighting, landscaping choices and a buffer adjacent to the base fence for security and flight-mission reasons; the applicant agreed to continue coordination as the project moves into construction. Assistant City Manager said the city has a "letter dated 12/2024" on file from JBSA that was submitted with the special-use permit, and the council requested that a clearance/coordination letter be provided and included with the final plat recordation paperwork in order to avoid future dispute given frequent personnel turnover at the base.
Applicant Juan Rodriguez, of San Antonio, said the buildings on the site "will be single story buildings" and that some structures will range from about 15 to 35 feet in height; staff and council discussed ensuring the highest structure remained below zoning height limits and within the agreed clearance from the base.
Councilers moved to approve the preliminary plat with an amendment specifying that a Randolph/JBSA clearance letter documenting coordination and restrictions be provided as a condition before final plat recordation and that construction plans will be submitted for JBSA review. The motion and a second are recorded in the transcript without identifying the individual mover and seconder; the motion carried.
Why it matters: The condition to secure written coordination with Randolph aims to make project review and any later operational questions more traceable and to protect the base's flight mission, which council members flagged as a high local employment and safety priority.
