Council defers EDC budget amendment seeking $950,000 for pool and parks planning

The Converse Economic Development Corporation asked the City Council to amend its FY 2024–25 budget to increase available funds by $950,000 to cover pool improvements and parks planning. Lon Ballender, speaking as the EDC representative, said the EDC will use reserves and matching grant funds to cover pool physical improvements and design work tied to an awarded grant.
Ballender told the council the pool project’s total physical work was estimated at about $600,000 and that the pool improvements themselves were budgeted at approximately $450,000, with potential savings identified as design work continues. He also said part of the requested funds would remain available for arts-and-entertainment district and other economic development projects.
Several council members expressed concern that the agenda language and resolution did not break down the requested $950,000 or make the detailed uses transparent to citizens. One councilmember recommended tabling the item so staff and the city attorney could draft clearer resolution language and a line‑item breakdown. City Attorney staff and the city manager agreed to work with the EDC to present detailed and matching language for a future meeting; the council deferred action.
No formal vote to adopt the amendment was taken; the mayor and staff said the resolution will return with clearer language and the appropriate account numbers so citizens can review the breakdown before approval.
