The Graham City Council voted to adopt a resolution providing the federal-policy assurances required to pursue a $300,000 Resilient Community Program grant from the Texas General Land Office.
City staff told the council the Resilient Community Program (RCP) provides grants of up to $300,000 to help eligible entities update comprehensive plans and other hazard‑mitigation planning measures. Staff said the grant comes from federal sources and therefore includes conditions such as compliance with nondiscrimination laws, fair contracting practices, and the Fair Housing Act.
"One of those conditions ... is that the city adopt policies which conform to federal laws related to discrimination, civil rights, fair contracting practices, use of excessive force, support unlimited English proficiency, support for persons with disabilities, and compliance with the Fair Housing Act," staff told the council. Staff said similar assurances had been adopted previously for other federally funded projects but the RCP documentation included updated policy language and bilingual (English/Spanish) text.
Councilmember Jeff moved to approve and adopt the resolution (listed in the agenda materials); Councilmember Brent seconded. The motion passed by voice vote.
Staff said the RCP funding would be used to update the city’s comprehensive plan if awarded; the program requires the formal federal assurances before a final award could be made.
