Fate council canvasses May 3 election, administers oaths and fills council posts

FATE, Texas — The Fate City Council on May 12 formally canvassed the May 3, 2025, election returns, adopted an ordinance implementing charter amendments approved by voters and swore in the mayor and council members before approving several internal appointments and board assignments.
At a 5:30 p.m. special meeting the council voted unanimously to approve the canvass ordinance (motion made and seconded; vote 7–0) to certify the joint and special election and declare the results. The council then administered the anti-bribery statement and oath of office to the candidates certified as elected, including Andrew Greenberg for mayor.
Following the swearing-in, the council approved ordinance O2025-017 adopting home-rule charter amendments that voters had approved, again by a 7–0 vote.
Leadership and appointments: the council held nominations and votes to fill internal leadership posts. Scott Kelly was elected mayor pro tem in an up-or-down vote and the council subsequently approved a resolution (R2025-025) appointing him by a 6–1 vote. Mark Hatley was elected deputy mayor pro tem and the council approved the resolution (R2025-026) by a 7–0 vote.
Board appointments: the council approved resolution R2025-027 appointing Mayor Andrew Greenberg as the city’s representative to the Rockwall County Emergency Services Corporation (ESC) by a 7–0 vote. The council also appointed Rick Manival to the Fate Municipal Development District No. 1 board for the unexpired term ending July 2025 by resolution R2025-028 (vote 7–0); staff noted the appointee would need to attend an MDD meeting the following day for quorum.
Ceremonial acknowledgments: the council read proclamations honoring outgoing long-serving members David Billings, Allen Robbins and Lance Magacy; city leaders presented certificates and proclamations during the session.
Procedural notes: actions and votes were taken in open session; no executive session was reported for these items. Motions and roll-call votes were recorded on the meeting record and all formal actions noted above passed without recorded dissent except the mayor pro tem appointment, which passed 6–1.
