Carl Morgan told the Rockdale County Board of Commissioners on May 27 that his and other homeowners' property valuations are overstated because the assessor's office has not applied routine depreciation and has used a high neighborhood adjustment.
"I would like to publicly request that the commissioner do an audit of the tax assessor's office," Morgan said during public comment. He said his property has not been depreciated since February 2017 and that the assessor is using an outdated depreciation schedule.
Morgan said his neighborhood had an "83% neighborhood adjustment," which he described as inflating a $200,000 fair-market value to $360,000. He also said the assessor changed his property's grade from 1.35 to 1.4 without notifying taxpayers.
Why it matters: Morgan said those practices increased his assessed value and property tax burden and asked elected commissioners to investigate. At the meeting the board did not direct staff to conduct an audit or take other formal action on the request.
Discussion vs. action: Morgan raised specific procedural and valuation concerns and requested an audit. The board did not move, vote or give staff direction on an audit during the May 27 meeting.
What's next: Morgan asked commissioners to look into the assessor's practices; the transcript records no follow-up assignment or timeline.
