The Planning and Zoning Commission on May 16 recommended approval of ZR25004, a straight rezoning request that would change a 1.25‑acre parcel at the southwest corner of North Star Road and County Road 979 from Agricultural (AG) to Residential Estate to allow a new single‑family home and a replat of the lot.
Senior planner Robbie Highfield said the property is currently a 1.25‑acre lot with a mobile home and accessory structures; because the site was never zoned it defaulted to AG (5‑acre minimum). "This is a straight zoning request from agriculture to residential estate," Highfield said, adding that residential estate permits lots from 1 to 5 acres.
Highfield said the change is consistent with the comprehensive plan and the rural‑to‑large‑lot residential character of the area (Northstar lots are commonly 1.25 to 2.5 acres). Staff mailed 11 notices under the state 200‑foot rule and received no written responses. Because the request is a simple subdivision to replace a mobile home, staff did not run a fiscal analysis and recommended approval.
No applicant representative was present at the hearing. The commission held the required public hearing, received no public comments, and a motion to approve ZR25004 was made, seconded and passed according to the meeting record.
