State plans phased 2026 closures at 45/54 intersection; businesses to keep access via detours

City staff updated the Board of Public Works on state Department of Transportation plans for the 45/54 intersection project slated for 2026.
Staff said engineers found that attempting to keep the entire intersection open during all construction phases produced extreme delays for local traffic, with some scenarios projecting wait times of more than 10 minutes. To shorten the schedule and improve worker safety, the DOT proposes isolating one side of the intersection (north or south) at a time for a roughly four‑week window while keeping East‑West traffic open.
Staff said the DOT will not begin full closures until work on State Highway 45 is complete; the contractor will stagger north- and south‑side closures so at least one approach remains open for local traffic. DOT representatives told staff they will contact businesses in affected quadrants to plan access routes during closures and that detours will provide alternate local access.
The planned closures are expected in the fall of 2026; staff said a single contractor will handle 45 and 54 work and detailed schedules will follow. No formal action was required at the meeting.
