Staff said the first round drew 11 applications, and the city awarded ten matching grants at $4,000 apiece, using the $40,000 budget originally earmarked for the program. Staff estimated that the grant winners and applicants would invest a combined $141,000 in private funds alongside the city grants. Staff also reported several additional businesses expressing interest but not yet ready to apply; to maintain momentum, staff proposed adding $20,000 to the grant pool to cover four or five additional projects.
Committee members discussed design controls and zoning reviews: murals require Planning Commission approval, and grants generally favor improvements consistent with downtown’s historic character (staff said proposals that would substantially deviate from that character would likely not be funded). Staff listed awarded or proposed projects including facade restoration, window repairs, tuckpointing, new signage, and exterior painting for identified downtown businesses.
The committee voted to increase the program fund by $20,000. One committee member indicated they would abstain from voting but the motion carried. Staff said they will monitor remaining interest and return to the committee if additional funding decisions are needed.
