Board approves AECOM monitoring contract for County Highway S landfill

The Board of Public Works voted on April 7 to approve a monitoring agreement with AECOM for the County Highway S landfill.
Robert, a public works staff member, said he questioned AECOM’s initial estimate (about $20,195) and that last year’s final monitoring bill came in at $13,015 after a $525 additional charge. He explained the company added $700 for sampling equipment and noted laboratory fees have increased, which contributes to higher estimates.
Robert told the board that AECOM is familiar with the 17 monitoring sites and that switching firms could delay submittals to the Department of Natural Resources and risk noncompliance or service gaps. He said it could take roughly a month and a half to run a request for proposals (RFP) and that alternative firms typically bid time-and-materials work that may not materially reduce analytical laboratory costs.
After discussion, Mr. Dorsey moved to approve consideration of the AECOM County Highway S landfill monitoring agreement; Mr. Ritchie seconded the motion. The board voted “aye” and the motion carried.
Staff said they will wait for the DNR’s response on related Pearl Street monitoring before deciding whether to bundle additional monitoring tasks into future procurements or issue an RFP next year.
