The Economic Development Committee on April 22 voted to refer a draft Tax Increment District (TID) development agreement with Breezewood Builders LLC to the City Council with parcel numbers and construction dates to be inserted once available.
Staff presented renderings for a development at the corner of Wolf River Avenue and Wyman consisting of two six‑unit apartment buildings and a northern building with a ground‑floor commercial or professional services component. The developer said construction would begin December 1, 2025, with Building 1 targeted for completion in the first 12 months and Building 2 finished within an additional six months; staff recommended inserting those dates into the agreement before council action. The committee was also waiting for the county to combine parcel numbers and provide a single parcel ID for the site.
The proposed incentive is a TID tax increment reimbursement equal to 50% of qualifying taxes paid by the developer over the life of the TID, capped at $300,000. Staff said the developer owns the parcel, so no city sale or acquisition is required. Committee members asked about soil and environmental history because the site previously housed a gas station; staff said the developer reported Department of Natural Resources (DNR) clearance and had been advised to verify that DNR review is complete.
Jose, a developer representative, confirmed the project sequence and said the northern building with a commercial component would be built first. Committee members asked whether the developer had leads for commercial tenants; Jose said none were disclosed yet. The committee voted unanimously to refer the agreement to council with the recommended dates and parcel information to be finalized.
Next steps: staff will insert confirmed parcel numbers and the construction timeline into the draft agreement and forward it to the City Council for consideration.
