Planning Department reports progress on old subdivision sureties, right‑of‑way acceptances and scheduling

Planning Department staff told the Woburn City Planning Board that they are working on several longstanding items, including old subdivision sureties, a right-of-way acceptance program and revisions to procedural rules for hearings.
Staff said they expect to bring recommendations at the next meeting on at least three outstanding subdivision sureties, citing Montville Avenue/Wood Hill (also referenced as Wood Hill extension) where funds are being held because a required streetlight at the end of a cul-de-sac has never been installed. Staff reported a site visit that found no street lights along the roadway and said the department will research whether the condition remains warranted or can be closed administratively.
The Planning Department also reported it has begun a formal effort to identify and accept streets and rights of way that should already be public. A staff member said the work is led by the new city engineer and that acceptance of additional public ways could increase the city’s Chapter 90 funding allocation, which is tied to miles of publicly accepted right of way.
On administrative matters, the board chose a June meeting date (the 24th) so the Planning Director can attend, and staff said they are continuing to refine procedural rules including whether to limit public-comment time on a case-by-case basis; staff will consult Town Counsel (Mark Silvatidis referenced) before proposing a firm rule. Staff also suggested removing extensive statute and ordinance attachments from procedural-rule documents and replacing them with references or links to keep the documents shorter and easier to read.
The board approved the April meeting minutes (motion by Dave, seconded by Rob; 4-0) and adjourned at 7:52 p.m.
