Council Sends $3 Million Streets and Complete‑Streets Borrowing Item to Ways and Means, Requests Engineer Provide Street List

The Everett City Council voted to send a proposed $3 million borrowing for capital projects — $2 million for streets and sidewalks and $1 million for complete streets — to the Committee on Ways and Means and requested the city engineer attend that committee with a list of streets planned and a timeline.

Councilors supported the appropriation’s concept but repeatedly asked for more detail. Councilor Smith requested the administration provide an annual list showing which streets will be worked on so residents can plan for closures and disruptions. Councilor Matuski specifically noted near‑neighborhood projects — she referenced Paris and Lewis streets and a legal issue she said had stalled work — and asked that the engineer report on whether those projects would be included and when they would be completed.

Councilor Garcia asked that residents on affected streets be given a close approximation of the work timetable; he said his constituents received a broad May‑to‑November window and requested clearer notices in the future.

The council voted to refer the appropriation to the committee and invited the city engineer to appear with both a list of completed projects and those proposed for the appropriation, and the city clerk recorded the referral and the request that the engineer come prepared with prior‑year work details and a proposed schedule.

The item will be taken up at Ways and Means with the city engineer present; the engineer will be asked to provide the list and status updates before the council moves to approve borrowing.
