Council reviews property-maintenance code cleanup; staff proposes clarifications and stronger enforcement tools

City staff told council it has drafted clarifying amendments to the property maintenance code to strengthen enforcement and to correct language added during last year’s rewrite.
The manager said the proposed changes primarily restore earlier language about nuisance abatement and bulk pickup, add clearer definitions of property maintenance violations and supply examples to support consistent enforcement. He said the amendments are ‘‘boilerplate’’ cleanup intended to make enforcement more straightforward and to improve the city’s ability to file charges if a property owner refuses to remedy violations.
Council asked whether particular problems such as front-yard tents should be handled through the property-maintenance code or through the separate zoning update. Staff answered that tents and similar issues typically fall under zoning, while property maintenance addresses how a property is kept and maintained. The law director and staff said they would continue refining language and return proposed ordinance text for council consideration.
No final vote on an ordinance amendment was recorded during the discussion; staff described the changes as clarifying and asked council to direct further review.
Council directed staff to continue work and to bring the cleaned-up language back in a future meeting for formal reading and potential adoption.
