JLMC authorizes up to $110,000 advance purchase of State House cameras pending FEMA, insurance reimbursements

Committee members were told that original cameras approved under a grant were lost in a building flood in mid-2023. The grant requires work and expenditures to be completed by an August 31 deadline; if the cameras are not ordered and installed, the committee was told the grant could be forfeited.
The committee’s authorization permits the sergeant at arms to use previously appropriated funds in advance of anticipated FEMA and insurance reimbursements so the project can meet the grant deadline. Members were reminded that camera placement, activation and operational policy for common areas are under the jurisdiction of the rules committee, not JLMC; JLMC’s action covers budget authority only.
Committee members asked whether the funds are identified surplus or committed elsewhere; staff said the funds are carried in the sergeant at arms budget and have not been designated for other purposes. The authorization passed on a unanimous roll call.
The committee noted it will need to coordinate with the rules committee on installation sites and activation policies once the equipment is purchased.
