JLMC approves transfer of human-resources attorney position back to Legislative Council

The Joint Legislative Management Committee voted unanimously April 17 to transfer a human-resources attorney position and the associated funding from the human-resources budget back to the Legislative Council.

The committee heard background that the position had been reallocated from Legislative Council to human resources in late 2023 to address a backlog of HR work. Committee members said the backlog has largely been addressed and Legislative Council again needs the additional staffing capacity to meet legislative drafting and workload demands.

Legislative staff representatives from human resources and Legislative Council were present to answer questions. The finance transfer will move the funding that had been carried in the human-resources budget into the Legislative Council budget along with the position. The committee’s roll call recorded unanimous support for the transfer.

No additional conditions were attached to the transfer; staff indicated the position will principally serve human-resources work but remain available to Legislative Council for other duties as needed. Committee members did not request follow-up reporting beyond the usual budget monitoring processes.

The committee moved the budget and position transfer into effect; staff will complete the administrative steps required to move the appropriation and vacant position slot into the Legislative Council budget.
