HUTTO, Texas — The Hutto City Council unanimously readopted a municipal ordinance on Thursday that maintains the city’s rules and criteria for reinvestment zones and tax abatement agreements.
The ordinance — O-2025-015 — readopts Article 20.04 of the City of Hutto Code of Ordinances and establishes guidelines for qualifying tax abatement projects. The readoption came after an open public hearing with no speakers.
Why it matters: Tax abatement ordinances set the local framework for how the city can participate in economic-development incentives for projects the council views as beneficial. Reauthorizing the article preserves the city’s ability to consider abatement packages under established guidelines and to require performance criteria, reporting and agreement terms.
Council action: After opening and closing a public hearing, Councilmember Clark moved to readopt Article 20.04 by ordinance O‑2025‑015; the motion was seconded and the ordinance passed on a unanimous vote, 7-0.
Ending: City staff said the readoption simply clarifies and continues the city’s existing tax‑abatement policy; any specific abatement would require further council deliberation and a separate ordinance approving the agreement.
