Staff explained the hearing will be conducted in a quasi‑judicial format: council will swear witnesses, receive presentations from staff and the owner (if present), and make findings on whether the structure is dangerous and which remedies are required. If council finds demolition is required, the owner would be given 30 days to complete the demolition; if the owner does not comply, the city may demolish the structure and place a lien on the property.
Council discussed the need to solicit bids for demolition work. Staff said they will start the bidding process and that bids for the demo will be sought; council directed staff to proceed with the bid process. Staff noted they had explored voluntary options with the owner to avoid lien placement but must follow the required legal process because the property is privately owned.
No final enforcement action was taken at the May 13 meeting; the council will hear the evidence and consider remedies at the June 5 quasi‑judicial hearing.
