- Greenbrier Hills Municipal Utility District (MUD) in ETJ (agenda item 9): Council voted to protest the proposed creation of the MUD, citing concerns that developers had not worked with the city on services and that the district could shift costs to existing taxpayers. Outcome: council voted to file a protest; staff directed to proceed with steps to contest the petition to TCEQ.
- Accept resignation and appoint MDD board member (agenda item 10): Council accepted the resignation of Christopher Atkinson as president of the EDC and MDD and appointed Councilmember Cindy to the MDD as a council liaison; vote carried (4–0 with one member not voting on the appointment). Outcome: resignation accepted and appointment approved.
What comes next
Staff was directed to obtain an independent appraisal and provide a timeline of prior negotiations ahead of the council’s March 20 meeting for the ISD property items. For the approved procurement items (vehicle leasing and sign installation), staff will finalize contracts and return any required final financing paperwork to the council.
For the proposed Greenbrier Hills MUD, staff will proceed with filing a protest with the state agency and seek interlocal and service agreements as part of the city’s ongoing review of developments in its extraterritorial jurisdiction.
