GUNTER, Texas — The Gunter City Council on May 13 authorized the mayor to execute a professional services agreement to conduct a citywide drainage and flood study.
Council members and staff said the study will divide the city into targeted areas, map drainage problem spots, run hydrologic and hydraulic models and identify prioritized, implementable fixes rather than a high‑level plan.
City staff described three primary focus areas for the consultant: the business section from Pecan southward, a downtown area north of Pecan, and the Lehi/Woods neighborhoods. The firm will use two‑dimensional HEC‑RAS modeling to simulate flows and assess historic and hypothetical storm scenarios, staff said, and will compile developer drainage studies and historical data to inform recommendations.
The study will identify both small, quick fixes—such as culvert replacement or ditch grading—and larger regional options, including potential regional detention sites that could be designed as aesthetic features. Staff noted some fixes will require coordination with street paving projects or property acquisition if regional detention is recommended.
Staff and council members said the city wants a usable, implementable plan that will allow officials to prioritize repairs, pursue grants and discuss requirements with developers. The consultant team will present a draft contract and the scope of work at the June 5 council meeting; staff said they expect the project to move toward completion in under nine months, depending on scope and funding.
Council authorized the mayor to sign the agreement after legal review; the mayor was granted authority to execute the contract once the city attorney approves the legal terms.
Staff cautioned that some recommendations may require additional council approval, funding or property interests. The council’s vote authorizing the mayor to finalize the agreement was recorded as unanimous among members present.
The council directed staff to return with the contract for the June 5 meeting and said the consultant will brief council on milestones and priorities once the agreement is executed.
